Consensus Mtg. - Development Rights & Responsibilities Agreements

At our League of Women Voter of Calvert County monthly meeting, Tuesday morning, April 11, Prince Fredrick Library, we will hold a consensus meeting on a LWVMD state study about the use of Development Rights and Responsibilities Agreements.  We’ll start the consensus portion of the meeting at 10:30, and John Perryman, a study member, will make a presentation and guide us through the consensus questions. We encourage our League members to attend.  The presentation and consensus should only last one hour.  However, the better the participation the more confidence we’ll have in our consensus opinion.

Join one of the League Observer Teams – we need volunteers!

The League observer teams provide a regular public presence at important County meetings as well as provide information to the League regarding government transparency, opportunity for public participation in shaping policy and new developments in areas important to the League.

Team members attend the public meetings.   (The Board of County Commissioners meets on Tuesday mornings, the Board of Education meets every other Thursday with some evening meetings, and the Planning Commission meets the second Wednesday of the month in the evenings.)  Members file a short report, and describe their impressions to fellow team members and to the League Board. 

No experience necessary!  We will train you!

County Comprehensive Plan & Zoning Ordinance Update

Three workshops were held in Sept/Oct as part of the Comprehensive Plan & Zoning Ordinance updating process.  According to the Dept. of Community Planning & Building, the next round of public meetings will be in the next phase, Develop Plan and Ordinance. These focus topic/issue meetings have not been scheduled yet. The Dept. anticipates these will be held the first part of 2017.

Prince Frederick Town Center Development

On August 25, 2016, the Calvert Coalition for Smart Growth filed an Appeal of the Commissioners' decision to adopt the Armory Square text amendments. Visit the Coalition's website for more info.

On July 26, 2016 the Board of County Commissioners approved Text Amendment 15-08a, which pertains to the New Town District (former middle school site and proposed Armory Square development).  The changes will allow:

  • an increased density from 14 to 24 units per acres;

  • an increase in the maximum height of buildings from 50' to 60';

  • a reduction of setbacks along all arterial roadway rights-of-way to the lesser of either 10 feet from the property line or 25' from the nearest travel-lane; and

  • increase the allowable square footage of big boxes to 150,000 square feet plus up to 45,000 square feet of outdoor sales area.

Immediately after approving these changes, a presentation was made to the County Commissioners by the Peterson Group, a nationwide development company who is in negotiations with the County and Bargo, LLC (owners of the Armory Square property) to enter into a Development Agreement to develop the properties.

According to the County Attorney's memo attached to the agenda, the next steps will be to: (1) order additional appraisals of the County-owned properties; (2) meet with Bargo and The Peterson Companies to discuss a Development Agreement that identifies compensation for the County-owned properties and addresses benefits for the community consistent with the 2013 Charrette and horizontal integration of retail and residential uses, public amenities and green spaces within a walkable development.
